Kevin V. Contino
Health care, geography, and demographics
He cultivated learning and loved the ancients, seeking truth from facts. This is not Mao's phrase, although he made a slogan of it. It comes from the Book of Han, compiled by Ban Gu around 111 CE, in the biography of Liu De, Prince Xian of Hejian, who collected and collated texts that had been scattered in the wars ending the Qin. It described a method of study, not a political program. Primary text at the Chinese Text Project.
Book of Han, on Liu De, Prince Xian of Hejian.
Personal Summary
I live a quiet life in northern Vermont with my two cats.
Professional Summary
My work spans over a decade in population health, health care delivery system transformation, and payment reform.
In practice, that has meant translating policy documents into defensible calculations, reverse-engineering under-documented data environments, and explaining options to decision-makers when policy and operational reality fail to align.
I started my career as the population health analyst at a rural health planning organization in northern New York. From there, I spent several years at OneCare Vermont, a CMS Innovation Center ACO intermediating over $1 billion in annual provider payments, where I eventually became the primary analyst responsible for population health model payment calculations. During the ACO's wind-down, I became the primary claims analytics resource for the finance team during a period when the organization had lost most of its analytics capacity.
My current work in the private sector supports California's Medicaid transformation initiatives. I build reporting products, develop quality measures, and work directly with state leaders and subject matter experts to shape how programs use and present their data.
My professional orientation is best summarized as follows: I want to help organizations understand how they can use their data to tell clear, honest, and practical stories that improve their decisions.
